I ran this on a Modified Mepps Aglia #3 weedless along the top of grass. No bites until I got it in the grass a bit and he hammered it! Adjust the retrieve to get the depth you want. Slower cranks it gets deeper. In this case I was cranking and pasting in the top of the grass and that got him fired up. You can also just slowly drag it on the bottom.
