Flats with mixed with submerged vegetation are hold numerous fish that are moving shallow to spawn. Slow rolling a spinnerbait ticking the top of the grass would incite a strike. If they missed the bait through a follow up bait would usually put the fish in the boat. Good follow up baits tended to be a wacky rig or painfully slow worked jerkbait.
