If schools of panfish are shallow, free rig a large Bellows Gill and fish it on the bottom under the school of panfish. My preferred equipment for this technique is a Dobyns 5 power casting rod paired with a Daiwa Elite 7:1 reel, 15# fluoro, a 1/4 oz tungsten free rig weight,and a 6/0 EWG hook.

I caught bluegill, small bass, white perch, and yellow perch using a 1.5" slab rap over the weeds in 3-12' of water on the flats/points at each end of Long Island. I had them hitting a 3" swimbait too but weren't getting hooked. Water was 81* down to 15' (thermocline), which then dropped to the 74* at 20' and kept dropping there after (i use a FishHawk thermometer). Please don't target musky until fall with the warm water.
