We fished sunrise immediately after a rain storm so the clouds and rain keep the top water bite good for 3 hours. Success up to 17.5" throwing a bladed jig through the dying grass and ripping it threw. They seemed to hit it most when you felt like you were hung and had to rip it through. This is on a wind blown shoreline.
