The water temp was 55 degrees. Smallies were still pre-spawn. We found roaming smallmouth up shallow near rocks, but those were not actively biting. We found active fish out on offshore rocky humps. Small black hair jigs and small paddle-tail swimbaits retrieved slowly over these rock humps produced the best results.
