Crappies are found moving around in schools 6-14 ft of water. The south shoreline on Lake Waconia becomes a popular spot for guys to find schools of crappies in early spring. They will catch them on little hair-jigs or smaller spinners, but also a lot of guys will be throwing a small jig with a crappie minnow on a bobber.

Head to the North side of the lake of the East side. Cast, cast and cast your Mepps Muskie Killer In-Line Spinner 3/4 oz (yes! 3/4 oz) Black/Chartreuse just above the submerged vegetation in 12 to 13 feet of water. Probably running the spinner 6ish ft below the water line. No need to break your back and arms with overly heavy and priced lures at this location. I catch multiple 45"+ muskies a morning out on the water in this location while other get skunked with their giant set ups.

In the more calm, protected bays if you ran the whopper plopper or used the popper across the reeds, there were numerous blowups by good sized males.
